ePortal: Claim approver route to the leave approver

If the approver for the claim is not set or left blank, all the claims will route to the leave approver for approval.

If the claim has been applied and sent to the leave approver for approval, kindly set the claim approver first and ask the applicant to cancel the previous claim and reapply again.
