This error indicates that your computer's Borland setting has to be readjusted to suit the software requirement. Please follow the steps below to resolve the error:
At your Windows, click Search, type REGEDIT, and select Registry Editor.
Expand HKEY_LOCAL_MACHINE and follow with SOFTWARE.
Expand WOW6432Node, right-click Borland, and assign full permission to the users.
Go to C:\Program Files (x86)\Common Files\Borland Shared\BDE, right click BDEADMIN.exe and Run as Administrator.
Click the Configuration tab, expand System and click INIT.
Increase MAXBUFSIZE to 4096.
Increase SHAREDMEMLOCATION to 0x2000 and SHAREDMEMSIZE to 10240.
Click the blue arrow key to save and restart the computer.
