Please go to the global UTC Time web.
Go to your computer and search for Command Prompt.
Enter the following command to compare the seconds.
powershell -command "[DateTime]::Now.ToString('yyyy-MM-dd HH:mm:ss.fff')"
Go to the Control Panel and change the Date and Time.
